New incinerator plan submitted

AN energy firm has lodged an application to build an incinerator plant on the outskirts of north west Belfast.

The application comes just days after Belfast City Council rejected a plan for a similar facility on the reclaimed north foreshore of Belfast Lough.

The proposed 40 million plant is planned for a privately-owned 10-hectare site on the Ballyutoag Road, which is in the Antrim Borough Council area.

The plan by Irish Recycling Services (IRS) would see the Energy from Waste (EfR) facility built on the site around five miles north west of Belfast city centre.

A plan for an incinerator plant powered by chicken waste and bone meal sparked massive public opposition in the nearby Crumlin area and never came to fruition.

IRS says its plant would turn waste material that cannot be recycled into heat and electricity.

Company managing director Jim Lynas said the plant is completely safe.

"The proposed plant will comply fully with the EU Waste Incineration Directive and be subject to stringent and continuous monitoring and testing procedures," he said.

"Our facility will be completely enclosed, so odours, noise and dust would be minimal and with the building operating under negative pressure it will prevent emissions escaping."

Mr Lynas said he expects the plant to be fully operational two years after planning permission is granted.

Antrim Borough Council said it had only become aware of the planning application.

In a statement yesterday, the council said: "Antrim Borough Council has no decision-making role in relation to planning applications in the borough. It has a consultative role only.

"Planning Service will bring this application for consultation to the council's Public Service Committee in due course."
