The commission has controversially approved an outward parade but has forbidden a return parade along the same route, a decision feeding into fractured talks between all the main parties.

Mr Cairns asked: “Is offence really caused by a parade’s direction of travel?”

The commission has said its decision was based on compliance with its July 2013 determination, “the impact on community life and community relations, and the potential for public disorder” and that the impact would be “disproportionate” to the significance of the parade.
