The two men arrested during a security alert in Co Tyrone on Tuesday have been charged with dishonesty offences.
The men, aged 33 and 45, are accused of theft and going equipped for theft.
They were detained after specialist police officers stopped a van on Fintona’s Corbally Road shortly before 2am.
Police recovered a substantial quantity of fertiliser during the operation sparking fears of renewed terrorist activity in the area.
The Tattymoyle Road between Fintona and Tempo was also closed while Army experts were called to examine the vehicle and its contents.
A number of houses had to be evacuated during the incident.
The two men are due to appear at Omagh Magistrates’ Court on May 13.
