Papal visit depends on invite from Queen
The Pope can only visit Northern Ireland if he is invited by the Queen to visit the whole of the United Kingdom.
That is the constitutional position as the Pope is a head of state and he cannot visit Northern Ireland separately or any other part of the UK without the express invitation of her Majesty the Queen.
