Freedom for speech and for parades

The misrepresentation of the Orange Institution in a painting displayed at the Ulster Museum has been defended on the basis of allowing freedom to express feelings in a thought provoking and contentious manner.

Could this freedom be extended to the parades themselves as they make their way to and from places of destination in a non threatening manner and usually within the time fame of a few minutes. If it could then violent confrontations would be averted.
