Some say a possible visit by the pope to Northern Ireland is a matter solely for the Catholic hierarchy.

They are wrong. It is not a matter entirely for the Catholic hierarchy. It is a matter for the Queen as head of state for Northern Ireland.

The pope is also the head of the Vatican state and the permission of the Queen who is the head of all of the United Kingdom would have to be obtained, which is unlikely.
