Bin collections: Council refuses to reveal details of proposed new system despite fears it will impact elderly residents

Lisburn and Castlereagh City Council announced at a special council meeting last week that this year’s upcoming waste and recycling budget would reach almost £14million.

Part of that cost is due to the roll out of a new bin collection system, with details so far being unavailable.

But Age NI chief executive Linda Robinson said: “A number of service users across Age NI facilities have expressed concern over a new bin collection system they believe is to be implemented in the council (LCCC) and will impact on their independence.

“In further discussions with my team, older people have expressed how they have been disappointed to hear the news of change and are concerned their voice has been absent from decision making.

“They are particularly concerned that the design of the new bin will not be suitable as its considerably larger than the current system they have and feel they will not be able to handle it.

“We are seeking information regarding the consultation on the design of the new system and what feedback was sought from older people and those with a disability who will find the new design more challenging.”

The kerb side collection system in the district currently operates with three bins for recyclables, garden and food waste as well as general rubbish.

The Local Democracy Service understands, following a pilot system last year, that a change in size of the recyclable and general waste bins is being proposed by the local authority.

The council had previously confirmed to the Local Democracy Service that it had purchased 40 recyclable waste bins at a size of 360 litres, twice the regular capacity.

DUP Alderman Paul Porter said: “As councillors we are restricted from sharing any details about the new bin system as all matters are confidential.

“However, I have previously attempted to open the debate in chambers so that ratepayers would know what is going on, but this was not allowed.

“What I can say is that I have asked for the new policy to be quality assessed , especially for local residents who are vulnerable, disabled and the elderly.”

The local democracy service contacted LCCC to respond to the concerns raised by Age NI.

A LCCC spokesperson said: “In January, the proposed kerbside collection service was discussed in confidential session at a full meeting of Lisburn and Castlereagh City Council.

“As this is an ongoing council matter and subject to due process, it is not possible to comment further at this time.”
