We Scots still need approval from London to help drug addicts

We were told the Scottish Parliament will be the most powerful on the planet if we voted No back in 2014 yet today we can’t offer a safe room to people crying for help in the form of safe rooms for drug addicts, that we have ready to use, we need permission from our London masters?
