The word collusion can mean just what I choose it to mean
Dr Michael Maguire, the Police Ombudsman, noted in his executive report that no one was ever brought to justice for the Loughinisland massacre. He concludes that there must have been 'significant police collusion'.
By the same token, no one was ever brought to justice for the Kingsmill massacre, and there must have been significant police collusion with the IRA.
