The 25-year-old is Reds boss Paddy McLaughlin's fourth signing in the January transfer window.
Aaron McCarey, Rory Hale and Eoin Teggart agreed deals at Solitude earlier this month.
Lowe met up with his new team-mates at training on Thursday night and will wear the number 30 shirt.
