Chris Heaton-Harris regularly makes the point that the he has no authority to intervene in matters devolved to the NI Executive.

A very fair point. Shame he does not seem to grasp that reason for the hiatus at Stormont is in fact action by his own government.

The NI Executive and Assembly no longer has any authority to act in matters over large parts of the economy previously devolved to it but now governed by the NI Protocol/Windsor Framework.

Only the UK government has any authority to intervene in these matters now. No sense of irony there, then?
